The Varanda de Lisboa restaurant at the 4* Hotel Mundial in the centre of Lisbon was the venue for the Royal British Club Lunch on 13th November.

The Chairman, Philip Portal, welcomed 37 members and guests to the event at which John Duggan introduced Mr Markku Mylly, the recently appointed Executive Director of the European Maritime Safety Agency (EMSA) who provided an insight into the work of the Agency and how it became established in Lisbon. Following the disasters of the MV Erika in 1999 off the coast of France and the Prestige off the coast of Galicia in 2002 it was clear that stronger European maritime legislation and an enforcement agency were required. He explained that the Agency had the following prime functions:

  • Providing assistance to the European Commission on the development and implementation of maritime safety legislation;
  • Supporting EU Member States in their port state control activities relating to vessels operating in the EU;
  • Supporting Member States in the development of an independent maritime accident investigation capability, including the development of a common marine accident methodology and its dissemination to Member States;
  • Assisting the Commission and Member States with the prevention of pollution by shipping and with pollution response measures;
  • Ensuring that the standards of education and training of seafarers working on EU ships meets the expected standards

Clearly with a budget of €54,000,000 and some 240 staff this crucial operation plays a vital role in keeping the seas around the EU safe and clean.

The RBC Members enjoyed a convivial lunch and were suitably impressed by the work being conducted in Lisbon by EMSA.
